A vinyl chlorocarbonate (CIEC) was obtained by chlorination with ethylene carbonate (EC) as raw material. Then, fluoroethylene carbonate (FEC) was synthesized by fluorine substitution reaction with potassium fluoride as reagent and acetone as solvent and 18-crown-6 as phase transfer catalyst. The effects of different conditions on the yield of the products were investigated. The total yield was 63.81%. The products were characterized by mass spectrometry and hydrogen nuclear magnetic resonance spectroscopy.
